Waterways Strategy


The mandate for a strategy has come from the Neighbourhood Plans of Northwich, Winsford and Middlewich at their varying stages, each valuing the rivers, canals and flashes for the contribution they make to the quality of the area.  The strategy is being developed in partnership between Cheshire West and Chester Council, Canal & River Trust, Northwich, Winsford and Middlewich Town Councils, the Inland Waterways Association, River Weaver Navigation Society and Trent & Mersey Canal Society, with the support of the Mid Cheshire Development Board.  These stakeholders are involved through a steering group which met regularly throughout the early development stage. The strategy will also take into account the wealth of information from the many studies, reports and documents relevant to the waterways over the years.  These sources provide a strong foundation on which to build the strategy and future projects.


  1. Provide clear direction for how developments adjacent to the waterways can contribute to the growth agenda
  2. Encourage employment which is related to recreation and maximise leisure activities on and around the waterways
  3. Explore the future potential for transporting freight on the waterways
  4. Improve connectivity between the canals, rivers and towns, linking to the surrounding areas of Chester, Ellesmere Port, Frodsham and beyond, while driving inward investment and increased tourism.


The waterways are at the heart of Mid Cheshire, connecting towns, attractions and destinations together, and uniting an area rich in history.  The Waterways Strategy will maximise the potential of the waterways as an environmental and social asset, making a full contribution to the growth aspirations of the area.  We will once again embrace the water for its unique role in shaping and uplifting places.
